City of Corona Waste Management Performance Audit

The City of Corona is seeking a qualified consulting firm to conduct a comprehensive performance audit of its franchise waste hauler, Waste Management. The audit will examine billing accuracy, fee calculations, service reliability, route efficiency, diversion percentages, safety performance, and overall compliance with the franchise agreement for fiscal year 2025 and year‑to‑date 2026. The contractor must develop a work plan, request and analyze data, produce draft and final reports, and present findings and recommendations to City staff. • Evaluate solid‑waste, recycling, and organics collection services against contractual standards. • Analyze billing, franchise fees, diversion rates, missed collections, route efficiency, and safety incidents. • Deliver a detailed audit work plan, interim draft report, final report, recommendations matrix, and a close‑out presentation. • Provide all required forms (cover letter, safety record, non‑collusion declaration, insurance check‑sheet, etc.) and maintain confidentiality per the franchise agreement.
