RFI #450 – Child Nutrition System Modernization

New York State Education Department (NYSED) is seeking market input on modernizing its legacy Child Nutrition Management System (CNMS), which currently runs on an obsolete Oracle Designer platform. The agency wants vendors to describe configurable, cloud‑ready solutions that can replace the existing system, support core child‑nutrition processes, and meet stringent security, accessibility, and AI policy requirements. The effort is purely informational at this stage; no contract award or budget has been announced. • Desired solution must be configurable, modular, and capable of API‑first integration with state and federal systems. • Must support a user base of ~10 000 (internal and external) and handle ~1 million annual transactions, including data migration of ≥4 years (~200 GB). • Security expectations include FedRAMP‑moderate, NIST 800‑53, zero‑trust architecture, MFA, SSO, and compliance with NYSED AI policies. • Vendors should answer the attached questionnaire (Attachment 1) and submit electronically by 3 p.m. ET on August 25, 2026. • NYSED is open to COTS, custom‑built, or hybrid approaches and prefers a private‑cloud or hybrid hosting model.
