The State of Tennessee is seeking a qualified contractor to administer the National Home Inspector Examination for its Home Inspector Licensing Program. The contractor will be responsible for all aspects of exam delivery—including candidate registration, test center operations, proctoring, scoring, reporting, and providing reasonable accommodations—across six major Tennessee cities. The award will be a firm‑fixed‑price (or comparable) contract with a five‑year term, during which the contractor will collect examination fees directly from candidates.
• Full administration of a computer‑based national certification exam, covering initial and re‑examinations.
• Operation of secure testing sites in Memphis, Nashville, Knoxville, Johnson City, Chattanooga, and Jackson, with required technology, staffing, and security controls.
• Mandatory compliance with extensive insurance, information‑security (ISO 27001, FedRAMP, SOC 2, etc.), HIPAA, ADA, and state‑specific debarment and nondiscrimination requirements.
• Ongoing reporting obligations, including quarterly analytics, disaster‑recovery testing, and annual penetration assessments.
• No direct payment from the State; revenue is generated solely from candidate exam fees.
