Description
The USTDA is seeking a small‑business‑only consultant to perform scoping services for digital infrastructure projects across Europe and Eurasia. The effort includes a preliminary assessment (up to 6 reports), a full project assessment (up to 8 reports), and a final consolidated report, together with associated travel, translation, and other direct costs. The contractor must evaluate environmental and geophysical risks, produce risk‑screening analyses, and embed resilience recommendations into the Terms of Reference for future feasibility studies. The award will be a single‑source contract limited to U.S. firms, with subcontracting capped at 50 % of the price.
