Description

The California Department of Corrections and Rehabilitation (CDCR) is issuing an Invitation for Bid (IFB) to procure statewide foreign‑language interpretation and document‑translation services for the Board of Parole Hearings (BPH). The contract will be awarded to three vendors (primary, secondary, tertiary) who will provide video‑conference and limited in‑person interpretation across all CDCR institutions, plus per‑word translation of documents. Services must be performed by court‑certified interpreters (or registered where certification does not exist) and cover approximately 95 % video‑conference and 5 % in‑person work. The one‑year contract runs from July 1 2026 to June 30 2027, with a total anticipated spend near the incumbent’s $218 k. • Provide dedicated, certified interpreters for video‑conference hearings (≈ 95 % of volume) and on‑site hearings (≈ 5 %). • Translate documents on a per‑word basis for any of the 12 required languages (e.g., Spanish, Vietnamese, Korean, Tagalog, French). • Submit full‑day/half‑day rate sheets (rates inclusive of travel) and comply with strict scheduling, cancellation, and documentation requirements; invoices due within 30 days of each hearing.

Budget estimate

$200,000 – $250,000

The incumbent’s FY 25/26 spend was $218,445, and the solicitation’s rate sheets indicate similar full‑day/half‑day rates (e.g., $335–$370 per day). Assuming comparable volume, a winning vendor could expect total billings in the $200 k–$250 k range for the one‑year contract. Variations will depend on language mix, number of hearings, and document‑translation volume.
