Description

The City of Corona is seeking a qualified consulting firm to deliver a comprehensive, turn‑key solution for solar‑power, battery‑energy‑storage, and electric‑vehicle charging infrastructure at the mixed‑use “The HUB” site. The consultant will be responsible for every phase—from initial feasibility and financial modeling through detailed design, permitting, construction oversight, installation, commissioning, and ongoing operations‑and‑maintenance (O&M) plus financial advisory services. The solicitation is electronic via PlanetBids; proposals must be submitted by September 17, 2026 and will be evaluated on technical approach, qualifications, schedule, and cost. • Phase 1 – Feasibility & conceptual design, including site assessments, financial models, and recommendation reports. • Phase 2 – Detailed civil, structural, electrical, and mechanical engineering drawings and permit coordination. • Phase 3 – Procurement, installation of PV arrays, battery storage, EV‑charging stations, and related infrastructure. • Phase 4 – O&M planning, system monitoring, warranty management, and performance reporting. • Phase 5 – Ongoing financial advisory (PPA management, incentive tracking, grant support).

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a contract ceiling, but a full‑service solar‑plus‑storage and EV‑charging campus for a municipal mixed‑use development typically runs in the multi‑million‑dollar range. Accounting for engineering design, permitting, procurement, installation, O&M planning, and financial advisory, a reasonable estimate is between $5 million and $15 million in total contract value. Factors influencing the final amount include the size of the PV array (MW‑scale), battery storage capacity (MWh), number of EV chargers, site‑specific civil work, and the depth of the financial‑advisory component.
