902771 EMERGENCY MANAGEMENT SERVICES PARCEL TAX ADMINISTRATION

The County of Alameda is seeking a contractor to provide emergency medical services parcel tax administration services. The contractor will be responsible for administering the Alameda County Emergency Medical Services Special Parcel Tax, including project management, data acquisition, database preparation, parcel classification, tax calculations, quality assurance, and reporting. The contract term will be three years with an option to renew for two years. The contractor must have experience in providing comparable parcel tax administration services for California public agencies of similar size and complexity. Key responsibilities include: • Conducting a kickoff meeting within 15 days and submitting an annual work plan within 30 days of contract commencement • Providing a dedicated Project Manager • Conducting status meetings and bi-weekly progress reports during active administration • Obtaining an electronic copy of the County's closed property tax roll information • Preparing the ensuing year's emergency medical services tax database • Reviewing all use code changes and reclassifying parcels • Calculating the emergency medical services special tax for each taxable parcel • Preparing draft and final Special Tax Rolls • Providing an electronic data file of the emergency medical services special tax roll • Adjusting or correcting and resolving rejected records • Providing the County's EMS department with an electronic copy of the tax roll • Implementing a Quality Control Plan • Performing reconciliation, validation, exception reporting, duplicate detection, and calculation verification • Correcting County-identified errors within two business days • Maintaining records for seven years • Complying with applicable County policies and California laws • Providing transition assistance and transferring all project files at contract expiration or termination The contractor must also meet the County's insurance requirements, including commercial general liability, commercial or business automobile liability, workers' compensation, and cyber insurance. The award will be made to the lowest responsive and responsible bidder who meets the requirements of the IRFQ and the contract.
