Description

The County of Stanislaus is seeking one to two licensed home‑health or personal‑care agencies to deliver in‑home respite services for informal caregivers of seniors (age 60+) who have ADL needs or dementia‑related conditions. Services are capped at 32 hours per caregiver per fiscal year and must be provided county‑wide, including rural zip codes. Contractors must be bilingual (English/Spanish), hold the appropriate California license, maintain required insurance, and submit monthly utilization reports. The contract runs July 1 2026 – June 30 2027, with payment based on the hourly rates the contractor proposes. • Provide in‑home supervision, personal‑care, homemaker/chore assistance, and emergency/extended‑absence respite up to 32 hrs/ caregiver annually. • Must staff bilingual caregivers, meet strict employee eligibility (citizenship, age, training, transportation) and complete security‑awareness training within 30 days of hire. • Deliver monthly utilization reports by the 15th of the following month and maintain insurance (CGL, auto, workers’ comp) with the County named as additional insured. • Contract may be awarded to up to two contractors; the successful vendor will be paid on a time‑and‑materials or lump‑sum basis as outlined in Exhibit C (rates to be proposed).

Budget estimate

$100,000 – $800,000

Because the RFP does not disclose a total contract value, we estimate based on the maximum 32 hours per caregiver per year, an assumed average of 500 eligible caregivers in Stanislaus County, and a typical hourly rate for qualified respite care of $25‑$50. This yields an annual spend range of roughly $400,000 to $800,000. Factoring overhead, insurance, and administrative costs, the contractor’s net earnings could plausibly fall between $100,000 (low‑end, modest rates and fewer caregivers) and $800,000 (high‑end, higher rates and full utilization).
