Intent to Sole Source with Foster + Freeman

The State of Montana is considering a sole source purchase of a DCS 6 fingerprint workstation from Foster + Freeman. The workstation should provide a comprehensive photography system that improves and expands current forensic latent print imaging capabilities. It should introduce new technologies such as reflective UV and significant improvements in other technologies like IR-photography and digital enhancements. The system should be able to capture detail across a wide dynamic range of light and deliver low-noise, higher-quality images. • The workstation should replace an aging system and provide new technologies and significant improvements in other technologies. • The system should be able to capture detail across a wide dynamic range of light and deliver low-noise, higher-quality images. • The implementation must be completed by July 1st, 2026. • Funding for this project is contingent on surplus funds from fiscal year 2026.
