Description
The North Dakota Department of Water Resources is seeking one or more firms to provide as‑needed, permanent‑placement recruitment services for two professional categories: Engineering Professionals and Water‑Resource & Regulatory Professionals. The contract will be firm‑fixed‑price (with limited amendment rights) for a base term of two years, with up to three one‑year renewal options and a final twelve‑month extension. Vendors must demonstrate at least three prior successful recruitments of senior‑level engineers or water‑resource specialists and will be evaluated on technical merit (80 %) and cost (20 %). The award will be made to a single vendor per category (maximum two vendors total). The scope includes defining search strategies, sourcing candidates, screening, interview support, compensation negotiation, and relocation assistance, with an optional employment‑guarantee clause. No incumbent exists; the agency has not used recruiting firms before.
