RFP 2026-002 Inmate Telephone Services Addendum

The Webb County is seeking a vendor to provide a turnkey, fully managed inmate telephone system for the Webb County Jail. The system must include all equipment, installation, maintenance, network services, and customer support necessary to provide secure, reliable, and monitored telecommunications for inmates and facility staff. The selected vendor will be required to provide a complete telecommunications system, ensure compliance with all state, federal, and local laws and regulations, and provide 24/7 technical support and system monitoring. The vendor must also provide an automated inmate search feature, call services, and financial and regulatory compliance. Some key features of the system include: • Provide a complete telecommunications system for all inmate housing areas, visitation areas, and any designated facilities. • Ensure compliance with Texas Commission on Jail Standards (TCJS) rules and FCC/SEC regulations related to inmate telephone services. • Provide equipment, software, and connectivity at no cost to the County. • Provide 24/7 technical support and system monitoring. • Ensure recording, monitoring, and reporting functions for authorized jail staff. • System must prevent unauthorized calls, including 3-way calling, call forwarding, and conference bridging. • Provide a secure, web-based interface for County staff for call management, playback, and data retention.
