Online Utility Billing and Payment Portal

The City of Milpitas is seeking a qualified vendor to provide an off-the-shelf, highly configurable online utility billing and payment portal for its water utility customers. The self-service portal will provide City customers with an easy-to-use, secure, web-based platform where they can view, manage, and pay their utility bills online. The portal must be cloud-based, fully vendor-hosted, and accessible from a standard web browser. The vendor will be responsible for managing and coordinating all implementation activities, including project management, configuration, data migration, and implementation. The vendor will also provide technical support, training, and documentation. • The portal must be highly configurable and commercial off-the-shelf. • The portal must be able to integrate with the City's existing systems, including Cayenta Utility Billing System and Tyler ERP. • The vendor must provide a detailed execution plan, including a work plan, project schedule, and milestones. • The vendor must provide references from at least three previous clients. • The vendor must comply with all local, state, and federal laws and regulations, including those related to data security and payment processing.
