Description

The City of Lakeland is soliciting qualified boiler and HRSG (Heat Recovery Steam Generator) contractors to execute a turnkey outage‑maintenance package on Unit 5 of the McIntosh Power Plant during a scheduled fall outage (Nov 29 – Dec 19 2026). The contractor must provide code‑compliant welding, inspection, and repair services for thin‑wall HRSG tubes, heavy‑wall P91 piping, packing‑gland seal replacements, IP drum door replacements, turbine drain valve replacements, and a fixed‑price reheat desuperheater spray‑liner spool swap. Additional “general outage repairs” will be priced on a time‑and‑materials basis after inspection. All work must meet ASME BPVC, include QA/QC documentation, and comply with City safety and environmental requirements. A bid bond (≥5 % of price) and post‑award public‑construction bond are required. The contract is awarded based on technical capability, experience, and price. • Outage window: 29 Nov 2026 – 19 Dec 2026 (≈21 days) • Fixed‑price scope: reheat desuperheater liner, packing‑gland seal swaps (6”, 8”, 10”), IP drum door replacement (incl. machining), three turbine drain valve replacements, mobilization/demobilization, CWI, NDE, PWHT services • Time‑and‑materials scope: HRSG casing crack welds, drum weld repairs, gas‑deflection baffle work, liner repairs, pipe‑tube thermocouple pad repairs, high‑energy piping inspections, other emergent repairs identified onsite • Required certifications: ASME BPVC welding qualifications, QA/QC plan, CWI, NDE, PWHT, insurance, bonding, drug‑free workplace, human‑trafficking affidavit, E‑Verify, etc. • Submission: electronic via OpenGov portal by 2:00 PM 25 Sep 2026; questions due 15 Sep 2026.

Budget estimate

$2,000,000 – $5,000,000

The contract includes a fixed‑price component covering multiple high‑value items (reheat desuperheater spool, valve replacements, drum door replacement, packing‑gland seal swaps, mobilization, CWI, NDE, PWHT) plus a time‑and‑materials pool for unforeseen outage repairs. Similar outage contracts for 500‑MW units typically range from $2 M to $5 M depending on scope complexity, material costs, and labor rates. Assuming an average unit cost of $150 k–$250 k per major item (5‑7 items) plus $500 k for mobilization and QA/QC, the total fixed price likely lands around $3 M. Adding a contingency for T&M work (≈$0.5 M–$1 M) pushes the overall contract value into the $3.5 M–$4 M band. Therefore a reasonable budget estimate is $2 M (low end, if many items are performed under T&M) to $5 M (high end, if most work is fixed‑price and extensive repairs are needed).
