RFI for Blood Bank Validation Services

The Department of Veterans Affairs is seeking information on potential contractors to provide blood bank validation services for the Oracle Health Pathnet Blood Bank system. The services will be required at 129 blood bank sites, with validation to be completed prior to go-live dates between January 2027 and November 2031. The contractor will be responsible for testing and validating the system, including installation qualification, operational qualification, and performance qualification. The contractor will also be required to provide a site blood bank validation plan and execute the validation plan. • The validation services will include testing of blood bank-specific rules and workflows. • The contractor will be required to provide weekly and monthly progress reports. • The contractor will be required to comply with VA's enterprise management framework and technical reference model. • The contractor will be required to ensure that all delivered applications and systems are compliant with VA's identity and access management policies and guidelines. • The contractor will be required to support VA's efforts in accordance with the Veteran Focused Integration Process (VIP) and Product Line Management (PLM). • The contractor will be required to perform their duties consistent with the processes defined in the OIT Process Asset Library (PAL).
