Enterprise - Demand Response and Curtailment Service Provider

This solicitation seeks a qualified contractor to deliver statewide demand‑response (DR) and curtailment services for Ohio agencies. The contractor will manage enrollment, participation, and execution of programs within the PJM Interconnection, aiming to maximize Distributed Energy Resource (DER) payments earned on behalf of the state. The effort encompasses program administration, load‑shaping, data reporting, and coordination with multiple state agencies and PJM resources. • Provide voluntary DR and curtailment services across the entire state. • Enroll and manage participants in PJM DR programs and any other applicable curtailment initiatives. • Optimize and capture DER payments, ensuring the state receives the maximum financial benefit. • Deliver ongoing reporting, performance analytics, and compliance documentation to Ohio agencies. • Operate under a double‑envelope RFP process, requiring both technical and cost proposals.
