The County of Camden is seeking proposals to operate “Code Red” cooling centers and provide related outreach services for unhoused residents during extreme‑heat or poor‑air‑quality events. The contract covers operation of day‑time (and possible overnight) cooling facilities, provision of water/hydration kits, and coordinated homeless‑outreach activities that transport clients to the centers. Vendors must already own or have access to necessary durable goods (beds, tables, chairs, linens) and cannot use grant funds for capital purchases. The award will be made by the Camden County Board of Commissioners, with a one‑year contract period (July 1 2026 – June 30 2027).
• Operate cooling centers on any day when a heat advisory or AQI ≥ 151 triggers a Code Red, including potential overnight stays.
• Provide outreach transportation (fuel only) and water/hydration kits, with budgets kept separate for each service option.
• Demonstrate trauma‑informed care training, HMIS reporting capability, and meet insurance and business‑registration requirements.
• Submit a sealed, physical proposal by June 5, 2026 11:00 a.m. at the Camden County Division of Purchasing; no electronic submissions are accepted.
