The Metropolitan Area Planning Council (MAPC) is seeking bids for the purchase of land use allocation models for Massachusetts. The models should allow MAPC to craft and analyze multiple scenarios using an interactive 2D mapping environment to manage model data inputs and results. The selected vendor will provide the models, customize MAPC's existing land use allocation model frameworks, and provide training. The contract will be for a period of two years with the option for three annual contract extensions.
• The models should cover the 101 cities and towns within the MAPC region and all 351 municipalities in the State of Massachusetts.
• The models should allocate synthetic households, population, and employment to the Census Block level.
• The user should be able to upload alternative walk, bike, transit, and drive networks used for motorized and non-motorized accessibility calculations.
• The models should allow the user to input a development pipeline of projects recently completed, under construction, or anticipated that influences the supply of development in the future, resulting in changed allocation.
