Description

The New York State Energy Research and Development Authority (NYSERDA) is seeking multifamily building owners, managers, or operators in New York climate zones 5 or 6 to serve as demonstration host sites for Packaged Terminal Heat Pumps (PTHPs) under the Clean Heat for All program. Qualified sites will receive a no‑cost PTHP installation (equipment, design, engineering, installation, commissioning, and ongoing service) in exchange for providing a 12‑month field‑demonstration, data collection, and cooperation with the awarded manufacturers. The program aims to generate real‑world performance data, improve indoor air quality, and support LL‑97 emissions‑reduction targets. • Eligibility: ≥ 5 dwelling units, existing through‑wall openings that fit standard PTAC, hydronic PTAC, or TTWAC sleeves, located in NY climate zones 5 or 6. • Scope of Work for the building owner: make‑ready preparation, permitting, allowing installation, providing access for monitoring, and maintaining the units for at least one heating and one cooling season. • Funding: Demonstration costs are covered by the manufacturers (PON 5907); the building owner incurs no direct NYSERDA cost. • Timeline: Application deadline October 29, 2026 3 PM ET; sites may begin installations as early as October/November 2025 and must be ready by December 2026 for a 12‑month demonstration.

Budget estimate

$20,000 – $80,000

The solicitation specifies that the demonstration is provided at no cost to the building owner; NYSERDA funds the manufacturers, not the host sites. Consequently, direct monetary compensation to the building owner is expected to be zero. However, a qualified contractor or HVAC installer that partners with the manufacturer could earn installation fees ranging roughly from $20 k for a small pilot up to $80 k for a larger multifamily site, depending on unit count, site complexity, and ancillary services (design, commissioning, monitoring).
