Request for Qualifications Public Utilities Engineering (RFQ No. 26-001)

The City of Elizabeth City is seeking professional engineering services for various public utilities projects. The scope of services includes feasibility analysis, grant support, environmental impact analysis, cost estimates, rate analysis, hydraulic modeling, and more. The city is looking for firms with at least 5 years of experience in the project work category, registered in the state of North Carolina, and with the financial ability to undertake the work. The selected firms will be awarded a 3-year master service agreement. Key aspects of the opportunity include: • Potable water projects, such as treatment plant improvements and rehabilitation • Wastewater projects, such as manhole and pipeline assessments and sewer pump station upgrades • Stormwater projects, such as stormwater conveyance system modeling and rehabilitation • Transportation projects, such as traffic studies and street rehabilitation • Water, wastewater, and stormwater rate and fee schedule projects • Other projects, such as NFPA arc flash study and public utilities department multiplex
