Linkage Fee Nexus Study

The City of Wheat Ridge is seeking a consultant to conduct a Nexus Study for a Housing Impact (Linkage) Fee. The study aims to assess the demand for affordable housing generated by residential and commercial development and explore a legally defensible fee structure. The scope of work includes a comprehensive nexus study, demographic and market analysis, housing impact fee nexus analysis, feasibility analysis, revenue projections, stakeholder outreach, and policy recommendations. The project is grant-funded and must be completed by June 2027. • The consultant will develop a comprehensive Nexus Study that explores the rational nexus between new development and the increased demand for affordable housing. • The scope of work includes a review of legal and policy foundations for impact fees related to housing, case studies of housing impact fees in peer cities, demographic and market analysis, and a housing affordability gaps analysis. • The consultant will provide a final report, policy recommendations, and draft ordinance language. • The project will follow a phased approach, with a project kickoff in August 2026, policy development from October 2026 to January 2027, and final development from February to April 2027. • The City of Wheat Ridge recognizes the Best Value procurement model, which allows the City to appoint suppliers that best meet the needs of the City, taking into consideration proposer qualifications, price, products, and service capabilities and other factors relevant to the City’s policies, programs, administrative resources, and budget.
