PRELIMINARY ENGINEERING SERVICES

The City of Detroit is seeking a consultant to provide preliminary engineering analysis of hydraulic impacts to the Detroit sewer system from the removal of stormwater drainage and/or in-system control measures, for areas upstream of the Joseph Campau sewershed and surrounding areas. The selected consultant will be responsible for providing technical or professional services, including hydrologic and hydraulic modeling, flow monitoring, field investigations of existing infrastructure, cost estimating, and report preparation. The consultant will work closely with City agency staff and will be required to provide a letter of transmittal, respondent questionnaire, proposal introduction and solution/approach, pricing, and other required documents. • The consultant will evaluate the Joseph Campau sewershed and Outfall B10 (NPDES Outfall 012) to identify issues within the collection system and system behavior during large CSO events. • The consultant will develop at least 3 concepts for engineering analysis to identify potential improvements that result in either the elimination of CSOs or reclassification to extreme discharge only. • The consultant will provide a final report documenting the engineering analysis, including an executive summary, existing conditions and model findings, proposed alternatives, preferred alternative, cost estimating and benefit cost analysis, and implementation plan.
