Description

Greenville County is seeking a qualified consulting firm to review and fully update its 2008 FEMA Disaster Debris Management Plan (DDMP) so that it meets current federal, state, and local requirements and can be rapidly deployed during future hurricanes or severe storms. The consultant will assess eight pre‑identified temporary debris storage and reduction sites, produce zone maps, define collection, processing, transportation, and disposal procedures, integrate NIMS/ICS structures, and ensure FEMA Public Assistance reimbursement eligibility. Deliverables include an electronic, field‑ready Storm Debris Management Plan, supporting maps, and a briefing meeting with County staff. • Update DDMP to align with FEMA PA Guide, FHWA Emergency Relief Fund, EPA best practices, and NIMS/ICS. • Evaluate and map eight temporary debris storage/reduction sites (zone maps, traffic flow, processing methods). • Define debris types, handling, reduction, recycling, and disposal strategies. • Provide FEMA reimbursement documentation guidance and contractor pre‑qualification procedures. • Include public information templates, health & safety considerations, and environmental compliance. • Deliver final electronic plan and conduct a final review meeting with County officials.

Budget estimate

$50,000 – $150,000

The solicitation does not disclose a budget. Similar municipal disaster‑management plan updates typically range from $50,000 for a small‑scale review to $150,000 for a comprehensive rewrite with extensive site mapping and stakeholder workshops. The estimate assumes a senior consulting team (project manager, technical lead, GIS specialist, and support staff) working 2–3 months, plus travel and overhead. Factors influencing the final amount include the depth of site‑specific analysis, the level of GIS deliverables, and any additional subcontracted specialist services (e.g., environmental compliance).
