Forest Grove PSH - CM/GC RFP

The Housing Authority of Washington County (HAWC) is seeking a qualified general contractor to provide services for the permitting and construction of a new permanent supportive housing project containing 45 to 60 units. The project aims to create a dignified, safe, and supportive living environment for households with disabling conditions that experience, or are at risk of, prolonged homelessness. The selected contractor will work with HAWC, the development consultant, and the architectural team to ensure the development meets the client's expectations. The project includes the design and construction of a two-to-four-story building with an elevator, program offices, common interior and exterior amenities, and back-of-house spaces to support future residents. • The project is expected to be a 9% NOFA tax-credit funded project through Oregon Community and Housing Services (OHCS). • The total project cost is estimated to be between $16 and $35 million dollars. • The project will be designed to meet sustainability requirements as identified by HAWC, its partners, funders, lenders, or investors. • The project will be constructed using a CMGC contracting approach with a GMP contract. • The project team will work together to identify potential risks, optimize design solutions, and maintain alignment with project objectives throughout development and construction phases. • The project will include a structured value engineering process to identify cost-saving opportunities, improve constructability, and maintain project quality without compromising the program or project goals.
