Description

This solicitation seeks a consultant to develop a “Top State for Talent” framework that showcases Virginia’s strengths in workforce readiness, education, and training, enabling employers to see the Commonwealth as a premier source of skilled labor. The deliverable will include metrics, implementation strategies, and a two‑phase approach (Phase I and Phase II) to create, validate, and roll out the framework across relevant stakeholders. • Develop a comprehensive talent‑attraction and workforce‑readiness framework for Virginia. • Conduct research, data analysis, and stakeholder engagement to define key metrics. • Produce phased deliverables (Phase I and Phase II) outlining implementation strategies and supporting materials for employer outreach.
