California Environmental Quality Act (CEQA) Services Prequalification

The Riverside Community College District (RCCD) is establishing a pre‑qualified pool of firms to provide California Environmental Quality Act (CEQA) consulting services for multiple current and future campus projects funded by Measure CC. The selected firms will be called upon on an “as‑needed” basis to prepare CEQA documents, handle agency filings, conduct technical studies, and support public‑meeting processes for projects such as Moreno Valley College, Norco College, Riverside City College, Ben Clark Training Center, Corona Education Center, and Inland Empire Technical Trade Center. This RFQ does not set a fixed contract amount; fees will be negotiated after a firm is placed on the pre‑qualified list. • Scope includes CEQA studies (Initial Studies, EIRs, NDAs, addenda), notice preparation, technical environmental analyses, and public‑meeting representation. • Firms must submit a Statement of Qualifications (≤ 50 pages) plus required exhibits by 27 Mar 2026 1 PM; a hard copy is also required. • Evaluation uses a 500‑point rubric with a minimum 400‑point threshold; the Board of Trustees will approve the list on 21 Apr 2026.
