Description
The Department of Public Safety (DPS) is seeking bids for a contractor to produce and mail Sex Offender Registration (SOR) neighborhood postcard notifications in compliance with Chapter 62, Section C, of the Texas Code of Criminal Procedure. The selected contractor will provide a weekly mass mailing service that will include neighborhood notification postcards for sex offender registrants from September 1, 2026, through August 31, 2031. The contractor must submit pricing for the cost of a single postcard notification, including printing and any set-up fees, as well as the printing and mailing of an individual invoice to the sex offender registrant for DPS cost recovery.
• The contractor must review each sex offender registrant address provided in the Sample Addresses Exhibit and submit the proposed number of mailings required for each address.
• The contractor must identify all addresses within one-mile radius of the sex offender registrant’s address in areas that have not been subdivided or all addresses within a three-block radius of the sex offender registrant’s address in an area that has been subdivided.
• The contractor must submit ten sample notification postcards with their bid, which must include specific information such as the name, risk level, and photo of the registered sex offender.
• The contractor must work with DPS personnel regarding irregularities or problems with the address data received or the mailings.
• The contractor must use an automated mail piece and be able to create special postcard notifications that will deviate from the standard format.
