Description

The City of Omaha is seeking a single qualified micromobility provider to operate an exclusive two‑year electric shared‑scooter program (with up to three one‑year extensions). The vendor must demonstrate a proven scooter‑fleet operation, submit detailed data‑governance and safety plans, and pay a $5,000 program‑permit fee plus per‑device usage fees. The contract includes a Service Level Agreement, mandatory data sharing (GBFS/MDS), equity and community‑impact requirements, and insurance coverage of at least $2 million in general liability. The program aims to improve first‑/last‑mile connectivity, reduce transportation cost barriers, and integrate with existing transit and bike‑share systems. • Base term: 2 years (option to extend 3 × 1 year) • Exclusive license for one operator in Omaha • Required bid bond (or certified check) and insurance (general liability, workers’ comp, vehicle, cyber) • Fees: $5,000 one‑time permit + dynamic per‑device parking/idle fees • Data sharing: real‑time fleet data, trip archives, safety incident reports, user surveys • Equity focus: deployment in disadvantaged neighborhoods, discounted pricing, cash‑payment option, multilingual support • Evaluation criteria weighted toward experience, municipal collaboration, equity plan, safety features, and data governance.

Budget estimate

$500,000 – $5,000,000

The RFP does not disclose a fixed contract value because the vendor’s revenue comes from rider fees rather than a set city payment. Based on typical midsize scooter operators in comparable U.S. markets, a two‑year exclusive contract in a city of Omaha’s size (≈ 470 k residents) can generate roughly $500 k to $5 M in net revenue after operating costs, depending on fleet size, utilization rates, and pricing structure. Factors influencing the range include: number of scooters deployed, average rides per scooter, fare structure (unlock + per‑minute), seasonal demand (e.g., College World Series), and the city’s per‑device parking/idle fees.
