Description
The City and County of San Francisco’s Office of Economic and Workforce Development is seeking industry input on a portable, technology‑based Paid Sick Leave (PSL) system for domestic workers. The RFI requests details on firms’ experience, technical approach, cost estimates, and capability to both develop and potentially administer a system that tracks accruals across multiple employers, handles multilingual and accessibility requirements, and processes PSL payments securely. Responses will inform a future procurement slated for later in FY 2023‑2024.
• Core functions: multi‑employer registration, time‑sheet capture, automatic PSL accrual calculation (1 hour per 30 hours worked), balance tracking, and payment processing (EFT, card, checks).
• Required compliance: San Francisco Digital Accessibility & Inclusion Standard, Citywide Cybersecurity Policy, SOC 2 Type II and PCI‑DSS compliance, 99.99 % uptime, multilingual (English, Spanish, Mandarin, etc.) support.
• Submission: online RFI response form with company overview, technical description, capability matrix, references, and optional attachments; deadline October 31, 2023.
• Follow‑up: vendors may be invited to demonstrate solutions by November 17 2023 and must submit demos by December 15 2023.
