Description
The Mississippi Department of Corrections (MDOC) seeks a qualified contractor to provide full‑service COBRA (Consolidated Omnibus Budget Reconciliation Act) administration for its employee health plans. The contract will be for an initial one‑year term beginning around December 3 2026, with up to four optional one‑year renewals. The contractor must handle all aspects of COBRA compliance, including issuance of rights notices, enrollment and termination processing, premium billing and collection (including a permissible 2 % administrative surcharge), online participant portals, customer‑service call center, and coordination with insurers. MDOC will supply employee demographic data and premium rate information; the contractor must maintain accurate records, provide regular reporting, and ensure HIPAA‑compliant data handling. Bids are due by October 29 2026 (2:00 PM CST) and questions must be submitted by October 22 2026. The award will be made to the lowest‑total‑price responsive bidder.
