Gas system Compliance Services

The City of Alexandria, Louisiana, is seeking a professional services firm to provide Gas System Compliance Services to assist the Gas Department in meeting regulatory compliance requirements. The services include: 1. Preparation and annual review of Distribution and Transmission Operations & Maintenance (O&M) manuals 2. Operator Qualification (OQ) Program Plan preparation and annual review 3. Public Awareness Program (PAP) Plan preparation and annual review 4. Drug and Alcohol Program (DAP) Plan preparation and annual review 5. Distribution Integrity Management Plan (DIMP) preparation and annual review 6. One-time Public Awareness 4-Year Effectiveness Evaluation 7. Annual Class Location Study & High Consequence Area (HCA) Evaluation 8. On-Site Inspection Assistance 9. Premium software package for compliance management The contract will be for a term of three years with two optional one-year extensions. The city is seeking a firm with experience in similar areas of expertise, and the proposal will be evaluated based on the following factors: 1. Experience of the firm (35 points) 2. Personnel and technical expertise (20 points) 3. Capacity to complete the work (20 points) 4. Cost of software and services (15 points) 5. Methodology and approach (10 points) Proposals must be submitted in four hard copies and one electronic copy by November 13, 2025, to the City of Alexandria Utility Department. Late submissions will not be considered. The city reserves the right to revise or cancel the Request for Qualifications (RFQ) at any time and to reject any or all proposals.
