Description
The City of Charlotte Aviation Department (operating Charlotte Douglas International Airport) is seeking qualified firms to provide on‑call airport planning services through a five‑year indefinite‑delivery contract. The firm will be called upon on an as‑needed basis via individually funded task orders covering a broad range of planning disciplines such as master planning, airfield, terminal, landside, environmental, land‑use, noise, and capital improvement program support. All work must be delivered in approved CAD/GIS formats and coordinated through the City’s electronic bid portal and project‑management system. The solicitation is a Request for Qualifications; firms must submit a Statement of Qualifications by the deadline, after which the City will evaluate experience, key personnel, approach, and DBE/CBI compliance before awarding the contract.
• Scope includes airport master‑plan updates, runway/taxiway layouts, passenger‑flow analyses, traffic and parking forecasts, environmental and noise studies, and CIP documentation.
• Compensation will be based on fixed‑price caps or hourly rates per task order, with typical values ranging from $3 M to $5 M per order.
• The contract runs for five years; new task orders may be issued in years 1‑4, with year 5 reserved for completing any outstanding orders.
