Heat Recovery Steam Generator Insulation Maintenance

The City of Riverside is seeking a qualified contractor to perform insulation maintenance on the Heat Recovery Steam Generator (HRSG) at the Clearwater Power Plant during a scheduled two‑week outage (Dec 1‑Dec 12 2026). The work focuses on reducing surface temperatures to ≤ 200 °F by repairing or replacing insulation, seals, and expansion joints identified via thermographic inspection, and providing a post‑repair thermographic verification. The contract includes mandatory “serious” items and optional “important” items, each to be priced separately. • Repair or replace insulation on five serious‑severity hot‑spot locations (V7, V8, V9, V11, V12). • Optionally address six additional important‑severity items (V2, V3, V4, V5, V10, V14) and three expansion‑joint repair/replacement options (V1, V6, V13). • Provide a post‑repair thermographic inspection, detailed material breakdown, and a minimum one‑year warranty. • Must hold active C‑2 and/or C‑4 CSLB licenses, OSHA confined‑space certification, and DIR registration; demonstrate ≥ 5 years experience on RENTECH‑type HRSGs.
