Description

The Idaho Department of Health and Welfare is seeking information concerning the furnishing of services for Treatment Foster Care. The goal is to provide a step down for youth in residential care who have been successful in their treatment and are ready for a family setting before moving to a general home or reuniting with their family. The Department is looking for providers who can demonstrate a robust plan for recruitment and retention, a commitment to specialized TFC training and skill-based coaching for TFC parents to meet complex youth needs, and ensuring model fidelity to drive sustained clinical and long-term positive outcomes for youth. • Services provided in TFC are at a more intense level than provided at home or in foster care and at a lower level than provided in residential care. • Services may include participation in the development and implementation of the child’s treatment plan, behavior modification, community supports, crisis intervention, documentation of services and the child’s behavior, participation as a member of a multi-disciplinary team, and transportation. • TFC providers are required to meet all foster family licensure requirements, complete Department-approved TFC initial training, possess training or experience related to working with children or youth with mental illness or behavior disorders, and must complete ongoing annual training.

Budget estimate

$500,000 – $5,000,000

The budget for this opportunity is difficult to estimate as it is a Request for Information and not a formal solicitation. However, based on the services required, it is likely that the contract value will be in the range of $500,000 to $5 million per year, depending on the number of youth served and the intensity of the services provided. The cost estimate will depend on factors such as the number of treatment foster care homes, the number of youth served, and the level of care required.
