1115 Waiver Implementation Consultant

The Colorado Department of Local Affairs, Division of Housing (DOLA/DOH) is seeking a consultant to assist with the implementation of Colorado's 1115 Waiver, which aims to provide supportive housing services to individuals in need. The consultant will provide project management support, create and track benchmarks, and provide subject matter expertise on leveraging Medicaid for costs associated with supportive housing. The consultant will also assist DOLA/DOH in identifying and implementing policy changes, expanding the monitoring process, and providing implementation support. • The scope of work includes internal support, such as project management and benchmark creation, as well as external support, such as conducting focus groups and organizing trainings for supportive housing providers. • The consultant will work with DOLA/DOH to design an effective transition plan for supportive housing providers to transition from TSS grant agreements to Medicaid reimbursement. • The consultant will also facilitate outreach and discussions with current and former DOLA/DOH voucher administration agencies to gain insight into funding mechanisms that impact engagement with supportive housing programs.
