The Florida Department of Law Enforcement (FDLE) is seeking to purchase two portable 3D scanning systems for firearms forensics. The systems will be used in the accredited Firearms Sections in the Tallahassee and Orlando crime laboratories. The intended single source for this purchase is Cadre Research / Cadre Forensics, and the estimated dollar amount is $165,000.00. The Cadre TopMatch-3D system is capable of scanning up to 15 cartridge cases in one batch and uses a proprietary electromagnetic gel-pad to address issues associated with scanning reflective metal surfaces.
• The system includes validated tools and software for virtual comparison microscopy (VCM), which have been validated for use in other accredited forensic laboratories.
• The use of the Cadre VCM has been admitted in US courts upon completion of successful Daubert hearing, and peer-reviewed publications are available to support the underlying technology, validation, and use of the system.
• The system will enhance the speed and technical capabilities of the firearms discipline and equip FDLE with emerging yet proven forensic ballistics technology.
