The Federal Bureau of Prisons (BOP) is conducting market research to identify qualified vendors capable of supplying all commissary resale items nationwide in support of inmate commissary operations. The objective of this Request for Information (RFI) is to assess the availability and capability of vendors to provide a comprehensive catalog of approved resale items, delivered on time and in compliance with BOP standards. The scope of the requirement includes various categories such as food and beverage products, religious items, health and hygiene products, clothing and footwear, arts and crafts supplies, recreational items, and general merchandise. Vendors must have the logistical capacity to deliver nationwide, handle special requests, provide firm-fixed pricing on all approved items, and comply with BOP invoicing, refund, and order completion requirements.
• The BOP is looking for vendors who can provide a comprehensive range of products and services to support inmate rehabilitation, well-being, and access to approved goods and services.
• Vendors must be able to deliver products within seven calendar days of receipt and must have a pallet return or exchange program in place.
• The BOP applies commissary markups internally, and vendor prices must exclude retail markup.
• The total cost of any individual item, inclusive of the Trust Fund markup, must not exceed $100.
• Vendors must be capable of receiving and invoicing electronically and must issue separate invoices for each order.
