SOFAR Data as a Service (DaaS)

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate, intends to solicit SOFAR Ocean Technologies, Inc. on a sole source basis for commercial distributed ocean Data as a Service (DaaS) support services. The contract will be for a one-year period of performance from 31 July 2026 to 30 July 2027. The contractor will provide a 400-instrument Spotter buoy package, real-time METOC observations, and forecast APIs for the Navy. The contractor must meet specific technical requirements, including network size and data delivery, access methods, observed metrics, and technical accuracy thresholds. • The contractor must provide a limited rights data license restricted to Navy-only use. • The contractor must deliver data to up to two Government endpoints. • The contractor must provide dashboard access with up to five programmatic user accounts for real-time fleet health, location, and data visualization. • The contractor must guarantee a minimum of 90% network uptime in any given 30-day billing cycle. • The contractor must maintain a minimum of 80% network uptime in any given 24-hour period.
