Description
The City of Atlanta’s Department of Watershed Management is seeking qualified firms to modernize the SCADA control system and plant networks at the Hemphill Water Treatment Plant. The work is split into two phases: Phase I – pre‑qualification based on technical experience, and Phase II – sealed‑bid pricing. The scope includes replacing obsolete PLC hardware, upgrading plant‑wide control networks to Ethernet/IP, migrating the iFix HMI to AVEVA System Platform, full commissioning, testing, training, and delivery of as‑built documentation. Vendors must demonstrate at least five years of similar integration experience, have completed five comparable projects, and possess qualified personnel (project manager ≥ 7 years, controls engineer ≥ 7 years). The contract will be awarded to the most responsible and responsive offeror, with compliance to the City’s Office of Contract Compliance (OCC) diversity goals.
• Replace ControlLogix PLCs with 5580 series PLCs and new I/O modules.
• Convert legacy ControlNet cabling to Ethernet/IP with industrial switches and fiber.
• Migrate iFix SCADA HMI to AVEVA System Platform, updating screens and tag databases.
• Provide FAT, on‑site commissioning, operational testing, and training for City staff.
• Deliver complete as‑built drawings, network diagrams, O&M manuals, and final reports.
• Must meet insurance, bonding, and OCC requirements; joint‑venture formation may be required.
