Roseville Electric Utility - Generation - Comprehensive Training Audit and Program Development

The City of Roseville is seeking a qualified consulting firm to evaluate and redesign the training program for its Electric Utility Generation division. The consultant will conduct a comprehensive audit of existing training practices, identify gaps, and develop a standardized, compliant, and future‑state staff training program covering operators, technicians, supervisors, and engineers. Optional follow‑up evaluations at six‑months and one‑year are also included. • Review current training, on‑the‑job instruction, informal materials, and compliance with Cal/OSHA, NERC, IEEE, etc. • Conduct interviews, focus groups, and on‑site observations. • Produce gap‑analysis report, future‑state recommendations, and a detailed training framework with learning objectives, job task analyses, roadmaps, matrices, and tracking tools. • Optional post‑implementation evaluations at ~6 months and 1 year. • Fixed‑price contract with potential renegotiation for multi‑year pricing.
