Description

The National Science Foundation is seeking a contractor to provide an 8-month transition period for the Standard Application Process (SAP) portal, which is used for requesting access to restricted-use microdata. The contractor will be responsible for maintaining the current portal and ensuring a smooth transition to a new portal, which is expected to be launched in 2026. The scope of work includes providing a single-entry point portal, maintaining a standard process for applying for access to restricted-use microdata, and ensuring the service meets the needs of federal statistical agencies and units. Some key features of the portal include: internet-based, web-accessible, scalable architecture, ability to control access to request documents, and ability to provide secure account credentials and digital signatures. The contractor will also be required to provide status updates, transition phone calls, and deliverables such as a kick-off meeting report, bimonthly status reports, usage metrics reports, and final documentation. • The contractor must ensure the portal is compatible with the Federal data register from Title 2 (Open Data Act) • The contractor must provide a single application form for requesting restricted-use microdata • The contractor must ensure the portal is scalable to accommodate additional participating agencies • The contractor must provide metrics and use reports for selected time intervals • The contractor must ensure the portal meets the needs of federal statistical agencies and units, data requests for restricted use microdata access, stakeholders, other government agencies, and interested parties.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is likely to be in the range of $500,000 to $2 million. This estimate is based on the fact that the opportunity is for an 8-month transition period and the contractor will be responsible for maintaining and transitioning an existing portal. The budget will likely depend on the complexity of the transition, the number of agencies and users involved, and the level of security and scalability required. Factors that may influence the budget include the need for custom development, the level of support required, and the complexity of the data management and security requirements.
