Description

The New York City Department of Social Services (Human Resources Administration) seeks qualified nonprofit contractors to operate and maintain emergency shelter beds for survivors of domestic violence on an open‑ended basis. Contractors will provide 24/7 emergency housing, comprehensive supportive services (case management, counseling, legal advocacy, children’s services, medical referrals, food, security, cleaning, and maintenance) and must manage facilities ranging from a minimum of 20 to a maximum of 200 beds. The award will be a per‑diem payment structure, with rates of $126.91 per occupied bed/night for facilities of 21+ beds and $156.58 for 20‑bed facilities. Approximately 30 contracts are anticipated, each lasting five years with a possible four‑year renewal. Eligibility requires 501(c)(3) status, at least three years of recent DV shelter experience, and submission through the PASSPort portal; no MWBE set‑aside is required. • 24/7 emergency shelter operations for DV survivors, including full supportive service suite. • Per‑diem payment model ($126.91–$156.58 per occupied bed/night). • Contract term: 5‑year base with one optional 4‑year renewal; 20–200 beds per contract; up to ~1,570 total beds across all awards. • Open‑ended solicitation – proposals may be submitted any time after the question deadline.

Budget estimate

$10,000,000 – $30,000,000

Based on the per‑diem rates and typical bed counts, a single 100‑bed contract operating at full occupancy (365 days/yr) for the 5‑year base term would generate roughly $23 million (100 beds × $126.91 × 365 days × 5 years). Assuming lower occupancy or smaller bed counts, revenues could fall to around $10 million, while larger contracts (200 beds) could exceed $30 million. Therefore, a realistic award value range per contractor is roughly $10 M to $30 M over the contract life.
