Description

The County of San Joaquin’s Behavioral Health Services Department seeks a qualified contractor to deliver Parent‑Child Interaction Therapy (PCIT), an evidence‑based behavioral health intervention for children ages 2‑6 years (or developmentally appropriate) with emotional or behavioral disorders. The contract will be funded through Medi‑Cal Full Financial Participation on a fee‑for‑service basis, with rates negotiated to align with DHCS 2026‑27 fee schedules. The award will be for an initial term of up to three years, with a possible one‑year extension (maximum four years). The contractor must hold a Short‑Doyle Medi‑Cal Organizational Provider certification, provide licensed mental‑health clinicians (minimum one LMFT/LCSW/LPCC FTE), deliver PCIT sessions (in‑person or telehealth), offer on‑site childcare for siblings, maintain electronic health records, and submit regular data reports and program evaluations. The solicitation includes mandatory hard‑copy and electronic proposal submissions by September 11, 2026.

Budget estimate

$1,000,000 – $3,000,000

The RFP does not disclose a total contract value. Funding will be based on Medi‑Cal fee‑for‑service rates (DHCS 2026‑27) for PCIT sessions, typically billed at roughly $150‑$200 per session. Assuming an average of 50 sessions per child, 100 children per year, and additional costs for supervision, reporting, and administrative overhead, the annual contract could range from $1 million to $3 million. A three‑year term would therefore be approximately $3 million‑$9 million, with potential extension adding another $1 million‑$3 million. Factors influencing the final budget include the negotiated per‑session rate, the actual volume of children served, and any supplemental services (e.g., childcare, telehealth infrastructure).
