The City of Los Angeles Fire Department (LAFD) is seeking a qualified firm to perform a complete audit of employees covered by MOU 23 to determine potential backpay for past improper wage rates since March 2020. The scope of work includes the review of personnel and payroll records to compare expected dates for bonuses or raises with actual implementation/payment dates. The selected firm will be required to provide monthly data sets and a final report summarizing the results of the analysis. The final report must include an audit summary for each member reviewed, showing wage progression, including each step, bonus transaction, and corresponding effective dates.
• The project is expected to be completed as soon as practicable and no later than October 15, 2026.
• The monthly data sets are due as soon as the vendor is in a position to begin the analysis.
• The final report will summarize results with explanation of any limitations or disclaimers in results of the analysis, as well as any strategic recommendations for sworn payroll management going forward.
• The City has not determined a budget cap for this project.
• The City is open to using AI, but it must be a confidential system and the work must be verified by a human.
