• Deliver a complete pro forma including cash flow, IRR, NPV, and sensitivity analyses.
• Incorporate local market data, construction cost estimates, and applicable tax incentives.
• Provide recommendations on financing structures and potential public‑private partnership models.
• Submit both a non‑financial narrative and a firm‑fixed‑price financial proposal as required by the RFP attributes.
• All work must comply with ADA, OSHA, EPA, and other applicable regulations.
