CITY OF HOBOKENNOTICE OFREQUEST FOR PROPOSALSFOR‍RFP 25-16 - OPERATION AND MAINTENANCE OF CITY-WIDE ELECTRIC VEHICLE CHARGING STATIONS AND INFRASTRUCTURE‍Notice is hereby given that the City of Hoboken (the “City”) is seeking proposals from qualified individuals and firms (the “Respondent”) to provide services related to Operation and Maintenance of City-Wide Electric Vehicle Charging Stations and Infrastructure (the “Services”). The intent of this Request for Proposals (“RFP”) is to select an individual or firm to provide the Services.‍Proposals for the Services (the “Proposal”) will be received by City on November 26, 2025 at 12:00 p.m. prevailing time (the “Submission Date”), addressed to Jennifer Mastropietro, QPA, City of Hoboken, Division of Purchasing, 94 Washington Street, Hoboken, New Jersey, 07030.‍Proposals for the Services will be received by hand delivery, mail, or delivery service in accordance with the instructions provided herein up until the date and time indicated above. The City will not be responsible for packages not arriving at the time and place designated, irrespective of the date and time the package was mailed, posted, or left with a delivery service. Respondent assumes any and all risk of late delivery of its Proposal. Proposals not received on time will be returned to Respondent unopened.‍Proposals and all information required to be submitted pursuant to the RFP shall be prepared at the sole cost and expense of each individual or firm responding to this RFP. There shall be no claims whatsoever against the City, its officials, or employees for reimbursement for the payment of costs or expenses incurred in preparing and submitting a Proposal or for participating in this procurement.‍RFP documents may be obtained via email request to [email protected]. Proposals shall be submitted on the Proposal Forms provided in the manner designated therein. Proposals shall be clearly marked on the outside “RFP-25-16: OPERATION AND MAINTENANCE OF CITY-WIDE ELECTRIC VEHICLE CHARGING STATIONS AND INFRASTRUCTURE”.‍All questions regarding the RFP must be submitted via email to [email protected] prior to November 7, 2025 at 12:00 p.m.‍Proposals will be awarded and evaluated in accordance with N.J.S.A. 40A:11-1 et seq. Specifically, the City is requesting proposals as a concession pursuant to the competitive contracting provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-4.1 et seq., for the Services as further described herein.Respondents and their subcontractors must at all times comply with all applicable obligations pursuant to the New Jersey Campaign Contributions and Expenditure Reporting Act, N.J.S.A. 19:44A-1 et seq., and any local or municipal restrictions adopted in accordance with said Act. The City will review each Proposal, and may, if necessary, conduct interviews with one or more of the Respondents as part of the final selection process. Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27.‍The City will award a contract for the Services or reject all Proposals within sixty (60) days after receipt of the Proposals unless otherwise agreed by the parties.Proposals may not be modified after submittal.
