The Department of Corrections, Division of Health and Rehabilitation Services (HARS) is soliciting proposals from qualified providers for commercial driver’s license training for the Class A Commercial Driver’s License (CDL) at Wildwood Correctional Complex (WCC). The chosen service provider must be listed on the Federal Motor Carrier Safety Administration’s (FMCSA) Training Provider List and develop and implement a comprehensive commercial driver’s license (CDL) training program. The program involves a combination of supervised simulator-based training and in-person classroom instruction. The primary objective is to ensure that participants obtain their Commercial Learner’s Permit (CLP), successfully complete the Entry Level Driver Training, and adequately prepare participants for the behind-the-wheel skills test to obtain a CDL in the State of Alaska.
• The program must align with eligibility requirements for obtaining a CDL, specifying that participants must be at least 18 years old (or 21 for specific endorsements), Alaska residents, and possess a current valid Alaska Commercial Learner's Permit for at least 14 days prior to a skills test.
• The service provider must develop guidelines for participant qualification, allowing the Department of Corrections (DOC) to effectively screen individuals.
• The program must prepare participants for obtaining their Commercial Learner's Permit (CLP) by covering essential testing areas such as General Knowledge, Commercial Knowledge, and Air Brake Knowledge Tests.
• The service provider should offer study materials, guide participants in completing required forms, and ensure compliance with identification criteria.
• The program must clearly outline the necessity for participants to undergo a medical exam and obtain a valid Medical Examiner's Certificate if they choose a 'non-excepted' type of operation.
