RFR 210930 Massachusetts Impaired Driving (MID) Program

The Massachusetts Department of Public Health is seeking proposals from vendors to provide services for the statewide Massachusetts Impaired Driving program (MID) network. The MID program is an educational/treatment program for persons convicted of an Operating Under the Influence (OUI) charge. Vendors must be licensed as a substance use outpatient program and must comply with all applicable licensing regulations. The program aims to raise participants' awareness of the effects of substance use on driving and behavior, and to influence behavioral changes. The contract period is from July 1, 2020, to June 30, 2030. • The MID program is a statewide contract, but interested bidders can target any location in the Commonwealth as long as they are licensed to provide Substance Use Outpatient Ambulatory Counseling services. • The rates are based on the current Ambulatory rates, with a class rate of $867.76. • The program is not a cost-reimbursement contract, but rather a unit rate contract. • Bidders will be expected to construct an agency curriculum based on a topical format developed by BSAS. • Payments for the MID program are based on client self-payment and court-authorized invoicing via BSAS.
