The City of Garden Grove is seeking a qualified contractor to provide comprehensive custodial and janitorial services for its newly constructed Public Safety Building, a 103,181‑sq‑ft police headquarters and detention facility. The work includes routine cleaning of offices, restrooms, locker rooms, high‑security zones, a three‑story parking structure, and on‑call/ bio‑hazard response services, delivered under three service‑tier options (Full, Standard, Managed). The contract is structured as a one‑year base term with up to four optional one‑year extensions, CPI‑indexed price adjustments (capped at 4% per year), and strict security, background‑check, and confidentiality requirements for all personnel. • Clean, disinfect, restock, and maintain all interior spaces (≈ 81,052 sq ft cleanable area) including specialized high‑security zones (armory, SWAT, evidence, IT closets, jail/booking). • Provide weekly parking‑structure power‑sweeping, day‑porter service, and quarterly deep‑cleaning, plus on‑call custodial and bio‑hazard response at agreed hourly/incident rates. • Meet mandatory pre‑proposal facility tour attendance, submit a single‑PDF proposal with all required exhibits (cost, staffing, references, safety protocols), and satisfy California DIR Janitorial Contractor registration and extensive background‑check standards.
