The City of Phoenix Aviation Department is seeking a qualified Construction Manager‑at‑Risk (CMAR) to deliver a new 40,000‑sq‑ft shared operations and police facility at Phoenix Sky Harbor International Airport. The CMAR will provide pre‑construction services, assume risk under a Guaranteed Maximum Price (GMP) contract, manage subcontractor selection, and oversee construction through completion, targeting July 1 2029.
