Description
This solicitation seeks a single vendor to design, develop, deliver, score, and report a statewide high‑school equivalency (GED) testing program in both English and Spanish, supporting computer‑based (CBT) and paper‑based (PBT) formats. The contractor must provide a secure testing platform, accommodate existing NYSED test‑center infrastructure, manage accommodations, and supply dashboards and analytics. The contract is a firm‑fixed‑price award for a five‑year term (plus two months) beginning November 1 2026, with the program required to be operational by January 1 2027. MWBE participation of 30 % (17 % MBE, 13 % WBE) is mandatory, and subcontracting cannot exceed 30 % of the total budget. Payment is per‑subtest ($20 regular, $36 when online‑proctoring is used) with an estimated volume of 100 000 subtests per year.
• Deliver a CBT platform compatible with NYSED‑specified hardware and network standards.
• Provide PBT administration logistics, secure data transfer (SFTP), scoring engine, and detailed reporting dashboards.
• Manage ADA‑compliant accommodations and support remote‑testing options where permitted.
• Meet stringent data‑privacy and security requirements (Appendix A‑1, Appendix R).
• Incorporate certified MWBE subcontractors up to 30 % of the contract value.
